所有用户都能用，但：
如果 Debian 是服务器，多个用户用 FileZilla 从 Windows / Linux 连上来：
Debian 只要有 OpenSSH：
sudo apt install openssh-server
每个用户：
服务器IP✅ 安全
✅ 权限自动隔离
✅ 不需要 FTP 服务
如果必须用 FTP：
sudo apt install vsftpd
sudo systemctl enable --now vsftpd
为每个用户创建系统账号即可，FileZilla 用 FTP 模式连接。
⚠️ FTP 明文，不建议公网使用
如果多个用户要共用 FileZilla 站点列表：
cp ~/.config/filezilla/*.xml /共享目录/
再软链接：
ln -s /共享目录/sitemanager.xml ~/.config/filezilla/
